What is this proposal about?
Sydney Olympic Park Master Plan 2030 (2018 Review) includes the future development directions for the town centre of Sydney Olympic Park. The Master Plan earmarks Site 2 (including Sties 2A and 2B) for future development. For more information about Site 2 please see image gallery below.
To allow the development, the applicant now requires
a) Change to the height control for the site and;
b) Planning approval for this State Significant Development (SSD).
Change to the height control for the site
State Environmental Planning Policy (State Significant Precincts) 2005 controls height limits in Sydney Olympic Park. The current and proposed heights for Sites 2A and 2B are:

The heights for 2A and 2B are being amended to:
- Tailor the building heights for the site to provide a more nuanced built form, thereby importantly minimising overshadowing and retaining the amenity of existing neighbouring residential developments;
- Contribute to the variation in height of the tall building cluster within the urban centre of Sydney Olympic Park; and
- Mark the termination of the historic Olympic east-west axis from Stadium Australia, along Dawn Fraser Avenue/Herb Elliot Avenue including the Sydney Olympic Park train station to Site 2, with a distinctive urban form.
Planning approval for this State Significant Development (SSD) - the proposed development
State Significant Development (SSD) Application for Site 2 has now been lodged with the Department of Planning, Industry and Environment seeking consent for:
Site 2A | 45 storey tower including serviced apartments, commercial spaces and ground floor retail spaces. 2 storey pavilion building. | |
Site 2B | 12 storey office building and ground floor retail spaces. 5 storey pavilion building. | |
Public space | A plaza incorporating tower buildings, protecting the current fig tree on site, with two pavilions and ground floor food an beverage outlets is also proposed. |
About Site 2
Site 2 has an approximate areas of 7,700sqm is is bounded by Australia Avenue, Murray Rose Avenue and Parkview Drive. It is owned by Sydney Olympic Park Authority and is currently used an an open car park.
Under the Sydney Olympic Park Master Plan 2030 (2018 Review), Site 2, comprises two components, Site 2A and 2B, plus areas for new roads – namely, an extension to Dawn Fraser Avenue eastwards through the middle of the site, and the provision of a new north-south service lane connecting between Murray Rose Avenue and Parkview Drive.
Site 2A will be approximately 4,121m2 and Site 2B approximately 3,590m2, with the new roads making up the balance. The site is identified for mixed-use in Master Plan 2030.
