A master plan is a detailed planning document that outlines the shared, long term guidelines for the future development of places and spaces to support a community.

As stated in the Sydney Olympic Park Authority Act 2001, SOPA is to prepare and maintain a master plan for Sydney Olympic Park.

Master Plan 2050 provides the land use and built form controls that will encourage an increased daily population and a variety of uses that supports an energised urban centre.

The Master Plan takes into consideration

a) the development and use of land and buildings,

b) the provision of public transport services

c) the management of roads,

d) the protection, enhancement and use of waterfront areas, parklands and areas of natural vegetation.

e) the use and management of the public domain.

Master Plan 2050 seeks to improve connectivity, with enhanced active and public transport links from neighbouring suburbs.

The Master Plan will provide important open space, community infrastructure and opportunities for residents in surrounding suburbs to work and play locally. The Master Plan will also create new localised, intimate neighbourhoods in the urban centre of Sydney Olympic Park.

Supporting infrastructure has been planned to support development over time, in three broad stages. This will be aligned with the growth of Sydney Olympic Park's population and increased transport connectivity.

Using the Infrastructure Contributions Framework that is attached to the Master Plan, SOPA will levy developers per sqm of new development to support the funding and creation of new infrastructure and public amenity improvements.

Master Plan 2050 designates certain precincts for large events, including Stadia, Sports and Civic, and parklands.

The Master Plan also includes certain controls and provisions that support event-related uses, such as noise controls and positive covenants.

Spaces have been designed to transition between everyday mode and event mode to be able to cater for large crowds whilst still creating life and energy on non-event days.

The Master Plan retains key car parks to support the major venues, such as P1. Reduction in car parks will happen over an extended period and not before metro and light rail become operational.
